David O. Clark

 

 

 

 

 

David Clark is an advisor on international capital markets matters. His clients have included the International Capital Market Association, The European Central Bank and The Asian Development Bank as well as private institutions.

He was previously Head of Funding at the European Investment Bank (EIB) where he worked from 1997 to 2007. He developed the EIB’s ground breaking sterling issuance programme to a position where EIB became the largest issuer in the non-gilt sterling market accounting for close to 10% of such issuance. He also helped the EIB develop new capital markets in Central and Eastern Europe as well as the Mediterranean region and in Africa.

Prior to joining EIB he worked for 24 years in emerging market lending, trade finance, commodities, project and export finance as well as fixed income and derivative markets located in London, Cairo, New York and Stockholm. He was a pioneer in the interest rate swaps market during the 1980’s. He started his career with Lloyds Bank International as an economist specialising on the Far East and Australasia. More recently he worked with Svenska Handelsbanken where he was Head of Fixed Income and Deputy General Manager of the London Branch and subsequently Deputy Head of Global Fixed Income. He was a Deputy Managing Director at Nomura International plc.

David holds an MA from Oxford University where he read Politics, Philosophy and Economics at Brasenose College. He is Chairman of the Executuve Committee of the Institute for Global Financial Integrity and Chairman of the Oxford University Society in Luxembourg.


 

 

Marilyn Clark

 

 

 

Marilyn set up the Hepatitis B and C Summit Conferences Association asbl in Luxembourg in April 2009 and is Corporate Secretary to the Association. Please see www.hepsummit2010.org for information on the Association’s aims, membership, governance and programme of activities.

 

Marilyn is a Special Consultant to the Fipra Group (www.fipra.com), a leading public affairs consultancy specialising in advice on political and regulatory issues.  It is the only consultancy with public affairs advisers in every Member State of the European Union, as well internationally.

 

Based in Luxembourg for the last 12 years, Marilyn has advised multinational companies in their representations to various Luxembourg Ministries and agencies.  She has in-depth experience of health and healthcare policies, at both national and European level, and has expertise in the fields of media relations, competition and agriculture.

 

Between 2005 and 2008 she helped set up and manage a 3-year investigation into the sustainable financing of healthcare in the EU by international leaders in the field. The World Bank, the European Investment Bank, the London School of Economics, INSEAD and others produced reports and a policy brief calling for action by European political leaders which was presented to the European Commission in March 2007. This investigation was endorsed by the Ministry of Health of Luxembourg and by the Czech Presidency of the European Union. 

 

In 2005 Marilyn brought together the US pharmaceutical company Pfizer, Inc. with Luxembourg’s National Cardiology Association, National Neurology Association, and the Association of General Practitioners to develop and run a national multimedia campaign on cardiovascular risk.

 

In 2002 Marilyn advised Bertelsmann AG on their media relations within Luxembourg when the company was dealing with the Luxembourg shareholders of RTL.

 

She has experience in the field of EU-level competition, having formed part of the team advising Microsoft in their case against the European Commission, GE in their planned merger with Honeywell, Shell, Royal Caribbean Cruise Lines, KLM, etc.

 

She is on the Board of the Association Luxembourgeoise pour l’Etude du Droit de la Concurrence.

 

Marilyn has a BA cum laude from Smith College in Massachusetts, USA and speaks English, Spanish, French and Italian.
